Elan Freedy
General Manager

Elan Freedy assumed role of General Manager in 2020.  Previously Elan had led Perceptronics Solutions’ software development activities since joining the company as a founder in 2003.  Elan has 25 years of professional experience as a software developer, computer scientist and manager of technology development. In the course of his career, Elan has successfully implemented complex software systems on projects performed for both the US Department of Defense and commercial companies.  Elan’s specific areas of technical expertise include application of AI and machine learning, distributed systems, Bayesian networks, and system engineering. Elan holds a BS in Computer Science and Engineering from UCLA, an MS in Computer Science from George Washington University and an MBA from the University of Virginia, Darden School of Business.

Amos Freedy, Ph.D.
Chief Technology Officer

Dr. Amos Freedy is a recognized expert in planning and managing large-scale research and development projects involving a combination of technical and behavioral disciplines, with special emphasis on AI and cognitively aided human-computer systems. Amos previously was president and chief operating officer of Perceptronics, Inc., a public corporation that he co-founded with Dr. Gershon Weltman. At Perceptronics Solutions Amos serves as principal investigator or project manager on numerous AI-based decision modeling and aiding projects. His main role is management of projects through proof-of-concept and field implementation including software development and hardware system design and integration. Amos has served as Chairman of the Man-Machine Committee and of the Decision Subcommittee for the IEEE Systems, Man and Cybernetics professional society and has published numerous technical and strategic articles, papers, reports and book chapters. He received a BS in Electrical Engineering, a MS in Bio-Engineering and a PhD in Electronics and Man-Machine Systems from the UCLA School of Engineering and Applied Science.

Gershon Weltman, Ph.D.
Chief Scientist and Senior Vice President

Dr. Gershon Weltman is an internationally respected expert in human factors and user interface design with a strong emphasis on training and simulation. Gershon’s professional experience is centered on his long-term executive and technical management of Perceptronics, Inc., where his responsibilities as CEO included developing new business and directing the creative design, production and delivery of many innovative simulation and decision support systems. In addition to serving as principal investigator on a number of current Perceptronics Solutions projects, and providing scientific direction to several others, Gershon is a lecturer in the UCLA School of Engineering and Applied Science, where he teaches a course on Engineering and Society that fulfills the School’s ethics requirement. Gershon was a six-year member of the U.S. Army Science Board, a select group that advises the Army on science and technology matters, and recently served on the Defense Science Board Task Force on Training for Future Conflicts. He has published numerous scientific, technical and strategic papers, and has presented lectures and briefings at government, business and professional meetings. He holds a BS, MS, and PhD in Man-Machine Systems from the UCLA School of Engineering and Applied Science.

Timur Chabuk, Ph.D
Vice President, Intelligent Systems Research

Dr. Timur Chabuk is a Senior Research Scientist and Vice President of Machine Learning and Advanced Analytics at Perceptronics Solutions, Inc. Dr. Chabuk leads the company’s research and development projects involving computational social science, data science, and machine learning. Most recently, Dr. Chabuk has directed an ARL SBIR program for Modeling of Dense Urban Networks (MDUN) that uses complex network modeling to forecast the fragility and resilience of megacities. Dr. Chabuk also directs the Just in Time Survey Technology (JIST) a DARPA SBIR program in which advanced network sampling methodologies are deployed into handheld technologies, facilitating the rapid and accurate surveying of population attitudes and beliefs. Dr. Chabuk has led numerous other successful and significant DARPA, ONR, and Army-funded programs examining social and cultural issues through a computational lens.

Sara Mastro
Vice President, Operations and Product Management

Sara Mastro has been responsible for planning, conducting and managing user–centered research projects and products for almost 20 years. Prior to joining Perceptronics, Sara led Mediabarn’s Digital Agency team creating intuitive experiences for a variety of online products. Her extensive background in design and research is the basis for a strong methodology that creates smart user experiences. Sara has worked with a variety of companies and organizations throughout her career including U.S. Department of Treasury, Discovery Channel, U.S. Patent and Trademark Office and National Geographic. She is an active member of UXPA (User Experience Professionals Association) and is currently serving as President on the UXPA International Board of Directors. Sara earned a B.S. in Graphic Design from Florida State University and attended Savannah College of Art and Design for an MFA in Computer Art.

Athena Johnson
Principal Software Engineer

Athena Johnson is a Principal Software Engineer at Perceptronics Solutions Inc. She specializes in designing and developing user interfaces across multiple domains that range from research and development to fielded mission critical systems. Her focus areas include analysis of interactions through conceptual interfaces, providing situational understanding through cyber warfare systems, ensuring resilience in mission critical systems and command and control through autonomous collaboration of unmanned systems. During her time at Perceptronics Solutions, Athena has worked on various projects, including the Development and Run-time Environment for Aviation Mission-tasking and Mission Management (DREAMM) project that provides the ability to develop complex mission compositions using an intuitive user interface and simplified semantics, as well as participation within the Robotics Enhancement Program (REP), where she was able to participate in the demonstration of our unmanned command and control systems in live flight exercises. Athena holds a B.S. in Computer Science from North Carolina State University and a M.S in Computer Science from Hood College.

Spencer Kohn, Ph.D.
Director, Human Factors Research

Dr. Kohn is the Director of Human Factors Research at Perceptronics Solutions; he is responsible for managing and contributing to research and development of systems. His emphasis areas include calibrating trust in mixed human-automation teams through transparency and maintaining situational awareness and balanced workload while using complex interfaces. Dr. Kohn has previously developed expertise to facilitate project development on topics including trauma medicine, combat jet piloting, and epidemiology; applied goal-directed task analyses to measure situational awareness in a virtual three-dimensional world; and designed and tested a Bayesian-based analytics and visualization system to supplement experts’ evaluation of trainee military aviators. His current projects include the Intelligent Human Machine Interface (IHMI), an ongoing project with the US Army focused on assessing and adapting operator’s trust, situational awareness, and workload in real-time based on non-obtrusive behavioral measures captured within the interface. Dr. Kohn received his Ph.D. in Psychology, Human Factors and Applied Cognition from George Mason University. 

Onur Sert
Director, Embedded and RF Systems

Onur Sert has extensive experience in social networks analysis, network data synthesis and visualization of social networks using high-dimensional, dynamic visualizations. He worked as a research assistant in the Robotic Embedded Systems Laboratory at the University of Southern California during his graduate studies. Onur holds a B.S. in Electrical Engineering from Bilkent University, Turkey and a M.S. in Electrical Engineering from the University of Southern California. During his work at Perceptronics Solutions, Inc., Mr. Sert worked on several social networks projects, including Kinetic Multi-Dimensional Visualization and Prediction of Behavior in Dynamic Meta-Networks (MetaNet), where he was responsible for implementing a user-customizable 3-Dimensional network visualization that supports dynamic animations. His work on the MetaNet project also included implementation of several network analysis algorithms (network cohesion, centrality, centralization, etc.), as well as novel techniques for predicting network evolution over time. Mr. Sert has also been involved in the Ethnographic Data Collection Toolkit (ISDM) project, where he worked on implementing a system aimed at ethnographic data collection using mobile devices, as well as consensus analysis.

Jonathon Lamon
Director, SecDevOps

Jonathon Lamon is a senior software engineer with over 10 years of experience in developing commercial web applications and back end systems. Currently the Chief Software Engineer at Perceptronics Solutions, Jonathon provides development guidance and leadership to the AIRS team. Jonathon holds a B.S. in Computer and Information Science from Shepherd University.
